Vehicle parking lot and access construction was the responsibility of Norcope. The project scope included stripping, common excavation, preparation of the sub grade, granular sub-base and base, installation of manholes, catch basins, storm sewer and sub drains, construction of concrete barrier curbing, gutter and sidewalk, hot mix asphalt pavement and asphalt overlay, electrical works, and landscaping. The project cost was $1.5 million CAD, finished within 4 months.

Again, interrupting traffic flow from the airport terminal building to existing parking lot during construction was a major concern, and Norcope overcome this by stage construction with temporary fencing.
